Ok decided to take a quick drive around the block today and found a couple of problems.

I lowered the upper deck by 8 inches. I will also add a sheet of plywood as a tailgate to add stability to the rear uprights.

Here is a pic of the new lower design. I left the uprights in place at original height to show how much difference in it was.
