You have asked some good questions, but it is difficult to provide answers without some knowledge.
What type of fish will you be after most of the time? Will you be fishing fresh water all the time or fishing the estuaries as well. Fresh water rods and reels should not be used in estuaries for example.
If you are mostly after smaller fish, go with light tackled and moderate tackle for most North American (North) bass fishing. If you are going to be fishing for Florida Largemouth bass or peacocks, be sure to go with heavy weighted tackle.
If you will be going with a combination, I recommend using multiple reels and line weights.
As for lures and bait - the best bet is to ask your local tackle shop.
Plastic worms work great for bass as do crayfish, leeches and minnows to name a few.
