My two cents. It could sound like a rambling rant. Lots of good points and observtations here for sure to make one think.
I have never needed to keep fish to survive. My grandfather taught me to fish. He kept almost everything we caught, up to the limit, unless it was to small...had to be 6". All trout. He even speared salmon back when anyone could. My father still keeps all his fish. Gives them to us. He would still keep everything he caught, and stop at his limit, even if we didn't eat them. Just how he was brought up. Most of the fish in those waters now are hatchery fish for sure.
I myself don't keep most of the fish I catch anymore. When it comes to perch I will keep most tho. So I guess it depends. I am not a huge fan of the put and take trout. I love a good trout meal and will keep some from time to time. Nothing like wild trout for a meal. But I just don't keep many. Even if the limit is whatever I just don't. I think it's better to put them back. Even the rainbow harvest on the Snake and Pali
es. I will let those back for some twisted reason.
I would keep a mess of walleye, perch, cats or others but something with the trout has me putting most back. Because I see so many being kept? I don't know. Jsut something I started to do years ago. I did not know that about the kokanee and will remember that when I finally get into them.
Seeing a large group catch and keep the limit they are allowed to? Who am I to say even if it looks like a buttload of fish. The limits are there for a reason and they weren't exceeded. I would like to think anyone keeping that many fish knows what to do with them so they do not go to waste. Would I have done that? No. But that doesn't mean I am right.
I think the F&G tries to manage what it see's is best overall. A balancing act for sure and mistakes will be made at times but overall I think they run a rather successful program. Not everyone will be pleased. Lots ot great waters with great opportunities for great fish here or lots of fish over there.
No one knows ones circumsatnces or reasons without asking. That is a good point to remember while watching people fish. It's all up to the person doing the fishing. Even if it isn't survival.
