Yeah some people keep stating the same thing but the DWR apparently only states this in a program/test that is not required. So the DWR website does not state "anything that floats is a boat" on the website for decontamination (as far as I can see).

The only place that it seems like it is stated is once again in the [url "https://dwrapps.utah.gov/wex/dbconnection.jsp?examnbr=505059"]online Mussel-Aware Boater Program[/url] which is optional. It is not stated in the certificate I do agree with cleaning float tubes/toons and other stuff, but I also don't think the DWR could inforce that unless they specify that these are boats. They should specificy spell these things out like Wyoming does. If you leave it up to other to interpret, people will come up with their own conclusions. I interpret it as the certificates are not required while you interepret it as they are required.
