I think NDOW should step up enforcement. Perhaps the park fee increases wouldn't be necessary if everyone who fished paid for their license?

As far as letting people off with a warning, I say fine them. I just buy my $30 license rather than risking a $300 fine. The DOW needs revenue, and if they start hammering people for fishing without a license, people will buy there licenses instead. That would increasing revenue on both ends.

I'd say that just about 99% of anyone who says they didn't know they need a license is feigning ignorance. It's almost as dumb as saying you didn't think you'd need a license to drive a car. It's common knowledge IMO.

And as a police officer once explained to me, ignorance of the law doesn't preclude you from having to follow it.[/quote]
