I know that beaver dams do change an area of a river, but they also can be very beneficial to ecosystem, the fish, and help to remove sediment from the water.
One of the largest trout I have ever seen was above a beaver dam on a small creek. It grew to be a monster because of the food and deep water shelter the beaver dam supplied.
The Portneuf is a large enough river that the dam must be pretty big and strong. The pond must also be huge. Look it over carefully and see if the pond isn't actually a good place for the fish to overwinter.
