The folks with the dog should not have been fishing from the dock, no question about it. Let alone having the dog tied up right in the way. Rude as heck and a nuisance, but in no way life threatening.
The thing to do is ask them to do something with the dog.
The dog was in no way an immediate threat if it was tied up.
Pulling a gun at that particular boat dock is reckless in the extreme. I know that place well. You mention the second amendment, that is why I take the stance I am taking. Drawing a gun because of a tied up dog at the boat dock at Ririe is exactly the kind of stuff the gun haters love. I will go to the mat to protect MY second amendment right! If that means calling out somebody for being stupid... so be it.
I can think of several ways I would have handled that situation, First I would talk to the people, if they refused or were jerks, I would go to the other dock. Last time I was there they had a couple.
If that were not an option I would use something a little less dangerous to other people in the area, maybe a boat oar, or something along those lines upside the dog, and dog owners head.
Point is no need to pull a gun unless you in extreme immediate life threatening danger. A tied up dog growling at you doesn't qualify.
