The chain of life in the water begins with sunlight. Photosynthesis creates plankton. Ice means less light and less plankton. Plankton is the basis of the food chain in the biomass. Add in the fact that fish don't have to fear aerial attacks from predators with an ice lid and most fish are found much shallower than they would be in the summer months when their temperature comfort level and abundant food supplies send them deeper. All depth levels do not hold the same numbers of fish.
