Hi there Dryrod,
My perception of them as a non-member but based on reading theliterature they produce and have avaliable at the various fly-fishing expo's is that they are quite political (both internal and external). I got the impression that they were geared to conservation especially raparian re-construction, fishing rights aquisition and scientific research on subjects such as the whirling disese, control of hybridization of native stocks, etc.
I thought they would have a lot of trout fishing classes and such but that seems not to be their main concern.
