It's for electric deep drop reels. It just allows the user to control the rate at which a line is retrieved. that's the short answer anyhow. Nothing special, and surely not worth the money unless you're bottom fishing in VERY deep water. A basic electric reel is expensive enough, and has been doing the job for many, many years.
