When should a fish be left alone ???

Last year I cleaned hundreds of steelhead while working on the snake river. The only time I ever found anything in the fishes stomaches was during the fall chinook spawn when we would catch them below the salmon redds. Some of the fish had an impressive amount of eggs inside them.
