I understand how you feel, but I still don't think you should, for several reasons.
Number one is that to forgive and forget is good, if repentance is really there, and the behavior isn't repeated. It takes time and resistance of temptation to prove that to himself as well as others.
Taking the consequences is part of that process, so I don't think you should in anyway reduce those consequences.
And last you don't even know if this is really the guy involved, unless you get the names of the people involved and see them in person.
For myself I think F&G ought to go one step further with poaching issues such as this. Besides the fine, as someone else said maybe they should do some community service at the lakes. But I really feel that if their licence isn't taken away, then they ought to receive a restricted licence, such as one where they can't harvest any fish (at least species that have a limit on them) for a year. Then if they violate that, take their license completely away. The consequences should hit them somewhere personally besides just the pocketbook.
