Fishing Pond at Stephanie & 215 in Vegas???

I work at a physical therapy clinic in the office building on wigwam just off the corner of stephanie. Its a three story building and we're in the corner suite on the second floor with a great view of that body of water. There have been all kinds of guesses as to how it came about (no one seems to know for sure) but I did hear from a patient of ours, a pretty credible source since he is a political figure, that the only reason the city doesn't want people swimming in it or to put fish in it is because it has high levels of perchlorate. For those who remember the PEPCON factory explosion in 1988, perchlorate was one of the main chemicals involved. So...I guess the city was trying to prevent you from catching and eating a three eyed fish, or something of the like if it had the chance to live in that water for any length of time.
