My comparison. It was to just point out, anything is possible. You could kill a deer with a 22 although it would not be an ideal kill (and as you stated, illegal)and it would probably end up like swiss cheese.
You can land a Steelhead on a 1 wt. although it too is not ideal.
I don't think a six weight is unacceptable at all, but a 7 or 8 could be quicker and better, AND! just as fun.
Your initial post was asking if it was possible...the answer yes. If that is all you have, go for it.
For me, the reason there isn't a law is just that, you can land the fish with anything, and the fish could be fine.

I know I sold allot of 8wt and up to customers going after steelie for the first time because they wanted to make sure they could land them without breaking the rod
There are soooo many rods, lines, etc that there is a tool for every job. Unfortunately, not everyone can afford all those tools.
I think it is common sense too. Seriously, why do they have to print on Lawn Mowers to keep your fingers away from the blades?????[crazy]
