Does every lake freeze over?

Typically, Lucky Peak does freeze, usually on the upper end. However, it does, at times, freeze completely. My wife and I were watching people ice fishing off of Barclay Bay by the dam several years ago, and one fellow decided to head out farther than the rest. We could see the rest of his family trying to convince their dad/husband not to try it. Next thing, in he went. No one on the ice could reach him, and he died that day. Still a horrible memory for us. Mike
