I've never seen CJ freeze over, but I've only been there a few times in the winter.
It's been a long time since I've been to Lucky Peak, but I can only remember one time seeing ice on it, and it was just in some areas. There were still open areas where you could cast from the bank. In fact, it used to be a very popular place to fish from the bank. There would be snow on the ground, but a little snow never stopped people if the trout were biting. This was about 20 years ago.
I believe a local tv weather guy water skis on Lucky Peak on New Years Day for a charity. Must be enough open water for him and his boat.
