If they open the lake to year round fishing, I believe that no bait and barbless hooks could keep the big fish from being left laying on the bottom due to catch and release in the winter.
Sorry, but I just can't help but believe that if you use powerbait or worms and hook the fish deep, even if you cut the line, they will sustain life ending injuries even though they went back in the water alive!
Most of the time when using lures or flies the fish are left in pretty good shape when they are released. I only had one that I caught this fall that I had to keep, using lures, because of gill injuries.
