The locals who fish Echo on a regular basis still pull out some pretty good fish. You would see 12lb bags there in the spring. Not bad for a reservoir of that size.
I don't know anything about Rockport.
Deer Creek has been under the same regulations as Jordanelle and Utah Lake for the last 10 years. Obviously the regs didn't do much to protect this fishery. It has low water and no structure which is really the problem.
Yuba never really had much in the way of a bass population, but the locals who fish the river still pull out a few good ones. Again low water and no structure is a problem.
Once the structure rots away in Jordanelle the fishing will go with it. It will be nothing but another Deer Creek in 10 years. Of course the DWR will take the blame even though they can't change/manage the natural aging process.
I like the change and personally I don't think it will make a difference as most anglers will still not harvest enough fish. Its time to quit placing the blame on the DWR for everything. They do the best with what they have to work with.
Law enforcement was mentioned several times in this post. I bet there isnt more than 10 CO's in any single region statewide. That is 50 fish cops covering the entire state working 4 days a week with no overtime and 3 months of the year they are chasing hunters. And make no mistake about it Park Rangers are not conservation officers. They might be sworn personnel but their primary function is the parks not enforcing DWR regs.
