Hypothetically speaking, it would take less than 1 year to replace that 19" bass. I would imagine that it would be an 18" bass that would replace it, and since you mentioned that they grow 1 1/2 - 2" per year, then it should take less than 1 year to replace that harvested bass.
Same thing with the 11" bass. Again, I would bet that it would be a 10" bass that would replace the 11" bass. So, again, less than 1 year to replace it.
Just because you harvest a bass doesn't mean that you start over from scratch.
