I know that the fee and other stuff is a pain, but this story is an illustration of what ignorance of the threat can do to all of us. It also shows that some inspections are working, even though it is "after the fact" for some areas.
Where are all of our environmental and conservation groups in this? Here is an area their money could make a difference.
I would love to see mandatory washes at all point of entry stations. I would also like to see some self serve washes set up in areas where boaters could wash and drain their own. There also needs to be some good education such as Utah's online cert program.
The scary part of this story is that: The boat was bought on July 15th and is admitted to have been in Jackson Lake on Aug 1. If the owner didn't drain or dry anything that could be bad news for there.
Also I am wondering if he didn't use the boat in between those dates but didn't admit it. Seems likely to me that he would want to show it off and try it out some more right when he got it home.
