i think the pond you are refering to used to be called bob rice pond. the two ponds behind it are much better for bass. they used to be gravel pits named chassi swan. bob rice or clocktower used to have HOGS in it in the seventies and eighties when i was a teen ager fishing there all the time. now they are fished out. but a few bass remain. jerkbaits like a 5" or so rebel or rapalla minnow in the evenings, or a larew crawdad or motor oil worm on a 1/8 oz weight works well as well. but the carolina rigs should work well. be sure to try the other ponds . they can also be accessed from rose street off of state! i went fishing there for old times sake this spring and caught 3 3pounders on chartruce spinnerbaits and 6" motor oil worms.
