I know this is an old post - was looking for something else, and found this.

Couple notes: There are three waters in Utah considered infected, or detected.

Electric Lake, Red Fleet Reservoir, Sand Hollow.
So Powell, Mead, Utah Lake - are not infected, as has been suggested.

Something we boaters need to keep in mind is that the reservoirs are there for the water companies, and farmer's irrigation. The use of the waters for boating recreation is a perk, not a right. We may pay fees, but we don't OWN the waterways, or have RIGHTS to use them, especially if users shirk the regulations, and put the waters at risk.
There was a good story about a guy getting nailed at Tahoe for evading inspections and launching anyway. $5K fine - plus Ca has upped their efforts, and communication between checkpoints because of it.

I don't know how much of an impact birds really have. According to the Utah training I took they are a possible cause, but not as likely.

There's a good "course" you can take, and get a certificate good for a whole year, so you don't have to fill out and date a new one everytime you launch.
