The key is knowledge- understand the waters you fish.
Whether they can take keeping fish reguarly or not.
The Fish and Game is decent about knowing what waters can take and what they can not - thus a daily bag limit.
In Utah I personally think they need a more diversified bag limit structure rather than 1 rule fits all or most. You have rivers with way too many small fish that they want you to keep your limit- sorry many people do not want to bring home 2 small fish for a family of four. Raise the limit ot 4 or 6 and more anglers will keep thier limit. I know I'm not starting up a smoker for 2 11" browns. But again the main thing is knowing your waters and that all can be found with a little internet research.
