They aren't like cars. It doesn't spread like that. We have a trailer that has allot more rust than that and it is out in the Utah elements year round. Sure the tin metal fenders are getting thin, but the harden steel frame is fine...surface rust.
I agree to keep an eye on it and as Mac said, if really board, but it is nothing that require immediate attention.
