Don't kid yourself. Idaho Fish and Game field officers are very serious about enforcing the regulations. Not sure who you're referring to when you say "DWR", but 99% of the uniforms you'll encounter in the Stanley Basin will be Forest Service Rangers who are basically clueless regarding fishing regulations.
