She expressed concern that there were people interpreting the regs incorrectly. I imagine she wants some examples of that to determine whether they should re-word some of that for next years regulations manual.

It didn't sound like she was interested in issuing any citations, but is the notion of getting a ticket for taking a protected fish out of the water really that flabbergasting?

You're right about their needing to enforce the law on everything. I don't know what kind of poaching was going on at Oxbow but I imagine they probably didn't have anyone in that general vicinity at the time or they probably would have looked into it.
