As I've stated, here and elsewhere - there is ambiguity, I know YOU don't think so, but I'm not the only one who is not 100% clear on this. I'd interpreted REMOVE to indicate a permanent or extended condition. Not a quick lift, revive, and return. That may prove to be an incorrect interpretation.
I have several resources I'm pursuing to get an "official" statement from Idaho DWR. Until then - not that I'm likely to have a chance - I will treat any Bull's in accordance with the discussions here - and they will remain in the water.
