Pretty much anywhere along the Snake that there's rock piles or a rocky shoreline or bottom. You won't catch them where there's a soft bottom. They hide under rocks during the day and come out at night.
As for best time of year, that would be now. They are only active after the water reaches 60 degrees. Once it cools down in the fall, they go into hibernation.
I caught a catfish at Swan Falls that had a huge one in its stomach earlier this year.
