Boise River (In Town)????

Hey guys I fish the boise river alot because I can cross the street to fish it but lately with all the floating its almost impossible. Talking with my neighbor he said to go up above Barber Park, also said there were browns up in that section of river. My question is....isn't that all part of the Barber Pool off limits area? Thanks
