The requirements and certifications are not a simple thing to gain. Then, once you have the necessary requirements complete, you'll have to find a source to purchase your fish. Depending on where your pond is, the State may limit the species that you will be certified to have in your pond.
there is a reason that this is not an easy (or cheap) thing to accomplish -- it's called bucket biology. The threat of the wrong fish making into public waters is simply too great.
