I don't fish it but some guys that work form me do with mixed results. If the water is in the trees flip some jigs. North side by the new park there is a place with a bunch of concrete that was dumped or used as fill. (i dont know the area I just here them talk about it) Try a 3" curly tail grub in the rubble. I think white is their go to color. Or you can run up into Indian Crk and float out using cut bait for cats or crank baits for bass. Careful though it coast my buddy his skeg on a stump.
When I moved to Boise in '76 we fished Lowell a lot for a few years. Just never figured the lake out and gave up on it. One would think that it should be the #1 bass lake in ID. Oh, then there was my biology professor that grew up out there when they made the lake. He said there was so many barrels of DTD and other pesticides dumped and buried there before they flooded it that he wouldn't eat or touch a fish out of there for a 1000 yrs!!!! I don't know but it didn't sit good with me so I avoid the lake.
