You lost me on your comments. How does C&R, Barbless or Fly Only destroy the Henrys Fork? What portion/% of the Henrys Fork is C&R, Barbless or Fly Only? Small Small portion when you consider all the miles of water--that being said---how again does C&R, Barbless and Fly Only destroy the Henrys Fork?? Your point and logic escapes me.
The Henrys Fork foundation and biologists name several possibilities or reasons for the down turn in the Box Canyon to Mesa. None of which I have ever heard your points? Below Mesa if you look at the data reveals that the river below is healthy and hold good numbers of trout.
I doubt Mr. Godfry has had that much power or control on mother nature/fish. I can't speak for the rest of the state of Idaho but the Fish and Game guys we have in Eastern Idaho are great folks and know thier stuff. Most important is that they do care what happens to fish.
