Sometimes total catch and release isn't in the best interest of the fishery either. -- more fish but smaller. There has to be a balance, so listening to the F&G is important. If the rules allow harvest then don't feel guilty about harvesting some of the smaller or hurt fish. The rule is there because the fishery can handle some harvesting and some of the areas even need it. (Myself I like panfish and an occasional batch of brookies.) They keep a close watch on these popular areas like Henry's.
