If you look at the history of the Henrys Fork--ie above Mesa Falls. It's not the guides fault or lack of tourism $$$. The drought years, flows (winter) and other things that have hurt the HF above Mesa. There is a lot of information out there to support the changes on the river due to the drought/ low flows. You have to have good water and good flows to raise fish.
Why does everyone want to blame the guides? I would dare bet that most 95% are catch and release. Most clients that fish with guides are catch and release. Do some take home fish? Sure. I take home fish once in a while--maybe like 6 a year. There will be people take home two or three limits of fish on the opening. Poachers!!
I think the Fish and Game, Henrys Fork Foundation and the Henrys Lake Foundation do amazing work in managing our resources. They have work hard to combat the Drought damage. It takes years to get this way and will take years to bring it back if possible. Sometimes Mother Nature wins!
If you have talked with others from surrounding states. Eastern Idaho has some of the best fisheries people managing the resources. They actually care!
