I'm guessing that the reason Mojave isn't falling like Mead is that the water pulled from Mojave does not exceed the amount of water it is entitled to keep. Whereas at Mead, the consumption of water far exceeds the water credits we are allowed to withhold in the lake, thereby dropping it's level.
