I was just their a few hours ago talking to some guys who were fishing off the pier. It is a bit early for kings, but you can fish for cabezon and lingcod. I would use a white grub jig or buzz bomb for the lincod and cabezon. You can also use squid or herring as bait. If you don't have a boat the best way to fish for lingcod is to find a cove and wait for the tide to change and the lingcod will follow the bait fish into the cove.
