Shore fishing is very productive if you do it right. This will save you many years of wasted time, so pay attention. Large amounts of water have little or no fish.....why, because stiper swim, eat and spawn. The stiper are pretty much open water fish, structure does not play into the fishing plan. They follow food (shad) and eat. Find a location that has deep water that slopes up to shallow water in a short order. Look water that drop to 20-30 foot and then to 60ft. Government wash, crawdad cove and my favorite is kingman wash. Fish a carolina rig or a small jighead and a chunk of bait. Remember don't look for fish, chum and let them look for you. When they come keep feeding them. I fished from shore in the March striper club tournament and took 9th place and 2nd place in April (4.3# was my big fish).
