Sorry MMDon, I posted my reply before I saw your clarification.[blush] I've also heard of the flossing technique- my understanding is that they tend to do this below dams where coho and chinook stack up. I've heard that a big weight is put on, along with about a four or five foot leader which a piece of yarn or bead is put on above the hook. This mess is hucked out there and the "fisherman" waits till he feels something (which is usually the fish all tangled up) and the he sets the hook as hard as he can. The fish usually gets hooked somewhere in the head, which is legal in some states. It is snagging, but really hard to prove, so I don't think anything can be done about it. It is not sporting, and I really can't believe the lengths some people will go to to catch a fish.
