I agree with you, it is up to the individual to do the right thing. The sticker isn't going to kill the mussels but hopefully if an individual has the sticker, he will keep his boat clean knowing the consequenses.
My son lives in AZ and fishes Lake Pleasant and Havasu, which have the mussel. He takes his boat to the car wash after every trip and cleans it. He also puts bleach in his live wells. He is very diligent in doing this.
Granted some people just don't give a crap and those are the ones that we have to worry about. The sticker is not the cure all but I feel it is a step in the right direction or we could end up like Cal and not allow boats on their waters period. I know at Casitas you have to rent one of their boats or you can put your boat in a holding pen for two to three weeks.
