i dont agree with your point about the "farmers watering there fish" most irrigation on the snake is taken from the snake its self not the tributaries were the cutts spawn. you would probly have a better point if you blaimed the cities for taking there drinking water at the headwaters...

i would like to know were you get your facts about the 1 percent making it threw the damn. i know 1 percent isnt very high but sure seems like a awfuly high number to me.
