Welcome to the board. Yes CA has the the most regs but for most states it is launch where you can. A tube can go almost anywhere. For safety equip, a whistle is not a bad a idea. I have an orange flag for my toon but that I use on larger reservoirs where the power squadron is so that they can see me. If you do plan on fishing at night make sure you have lights. Either a head lamp or a clamp on navigation light. I have a white clamp on that works both as navigation and a light for tying on baits. Also have a LED head lamp. When you start the pimpin of your tube be sure to post pics so that we can see what you've done.
