I've fished above the dam at times but never did very well during the winter months. have seen some good size perch pulled out of there (supposedly there anyway). Could always try the marina boat ramp on the east side of the river and then walk up river about 50 yds and go into the pond/diversion area there. just don't go by land. it's all posted and they get cranky about people crossing it. As long as you take the river though they can't say a thing and they're usually polite then.
