This is another one of those "This is how I understand this" law.

Break the sentence down.

Nobody has a problem understanding this part.

The problem people have is this part.

[size 1][font "Helvetica"]or being transported to the final place of consumption or storage [/font][/size]

Most people look at the last word which is storage and to them that means you can not store more than your possesion limit.

But wait. Look in the middle of the sentence. It says "[#ff0000]OR BEING TRANSPORTED TO[/#ff0000]". Looks to me like the laws is talking about "In the Field" and " While being Transported". The "final place of consumtion" and "storage" are places you are "Transporting" the fish to.

If the law intended storage, it might read something like this.
Possession Limit shall apply while in the field, during transportation, when in storage, or at the final place of consumption.

Where are the English Teachers when you need one?
