It is not all that clear here either, but a couple was fishing a pond. Being watched, they were filmed catching their limit and leaving. Came back a couple hours later and did it again.
Not sure how often this went on, but when busted, there was like 150 fish in their freezer. They were busted big time with a very healthy fine.
So, here in Utah, I have always interpreted bag limit in possession to mean just that. Even the freezer.
