You might try posting this also on the Utah forum. Someone there might be familiar with the ice out dates.
Fish Lake is at 8,850 ft elevation. It is warmer in Utah than Idaho, but I would think that with that elevation May might be pushing it.
I would try contacting a resort or hotel in the area and ask them.
