I believve as we all do that safety is the reason for many of the laws and rules and in certain circumstance a person may not havve the time or ability to reach or get their PFD on properly and in some of the water/weather situations that do come up unexpectably not having it could end up with very srious consequences and a long swim for many of us would not be good.
Last summer when I had a close call with a boater ( not being rude or anything, just not aware of where I was at the moment), if we had made contact I could havve become disabled for a number of reason and that would not be a good time to not have my PFD on and I am confident I may not have been thinking clearly to put it on or to even know where it was.
This is why I now also have a warnig horn with me, cause I realize now that when I first started to yell they didn't hear me or realize where I was, possibly because of the motor noise. I think that evven though a law may not say we must, it may be wise to heed the reason behind it so someone doesn't have to come out and find our bodies or knock on our loved ones doors with some terrible news.
