Heres the thing about keeping bait fish alive also fish in general. You need to oxygenate the tank. The more fish you have the more you need So power heads and big air bubblers work well. Also pends on how many you have same as the oxygen the more fish you have the bigger the tank you will need. When fish poop and pee they let out alot of toxins that is lethal to the fish so you need something to neutralize that.
Check out the nitrogen cycle and you will see what i mean. Basically teaches you about the good bacteria that brakes all the bad stuff up and makes it not lethal to fish.
If you dont have a established tank the best thing to do is to do alot of water changes. Just change out 25 to 50 percent of the water every 2 to 3 days and that will help get rid of some of the bad stuff in the water.
