Tournaments do not need to be OKed by the parks department if they have no more than a certain number of contestants and have less than $500 in prizes. Some of the rules are all in the Utah fishing guide Of course you already knew that didn't you Steve[]. I have also gone into the Parks dept at Willard a few years back and checked. WH2
