small fish keep taking my bait

I keep catching small fish like baby carp and bluegill is there a way to avoid this? No I am not asking how to land trophy fish but these little 2 inch and 4 inch fish either snag my bait and bail cause their little mouths dont fit on the hook or they get hooked and still take my bait. If I try rubber worms forget it the minute my worm hits the water these fish go nuts for it. Any suggestions?

This happens at this pond I go to. Day before yesterday I cought about 14 of these little fish and one 12 inch catfish all were thrown back...
