Lobster out of season can be up to $10,000 since the last 20 years. Catching them on a hook and line can result in penalties of up to $25,000 per lobster if the judge is in a bad mood.
Lobster season ended in March so don't risk it. The Pacific Spiny Lobster is the only one legal to catch on the west coast while in season.
Some of the California King Crabs make there way up to Washington at times. They are legal there, in Oregon and in California. There is a year long season for them. You do need the standard fishing license with the ocean enhancement stamp to fish for them, even off the pier.
